Variable Message Signs and Radio Break-in System

(i) Variable message sign (VMS), mobile VMS and radio break-in system (RB) shall be operated 24 hours daily and emergency messages shall be disseminated through the facilities in a timely manner.
(ii) Inform users of traffic obstruction inside Eagle's Nest Tunnel/Sha Tin Heights Tunnel/Tai Wai Tunnel/Nam Wan Tunnel through Public Address and the Broadcasting Systems within 5 minutes.

Rescue / Recovery Operations

(i) Response to traffic accident/vehicle breakdown from the tunnel tube, expressway and bridge within 6 minutes (except three remote locations).
(ii) Remove breakdown vehicle/obstacle from the tunnel tube, expressway and bridge within 12 minutes.

Environmental Standards within the Tunnels

(i) CO Concentration Level: below 100 ppm (average over 5 minutes)
(ii) NO2 Concentration Level: below 1 ppm (average over 5 minutes)
(iii) Visibility: below 0.0050 m^-1(average over 5 minutes)
